Expand description

Stage an IfcRelConnectsStructuralActivity create edit on tx.

Fails with StructuralError::DanglingReference if relating_element resolves to nothing, StructuralError::WrongReferenceType if it is not an IfcStructuralActivityAssignmentSelect member, and with StructuralError::SemanticViolation if activity already has an attaching IfcRelConnectsStructuralActivity relation (staged or existing). Returns the id staged for the new entity.
