Stage a spatial container.

IfcSite, IfcBuilding, IfcBuildingStorey and IfcSpace share the IfcSpatialStructureElement prefix, so one staging path serves all four and cannot drift between them.

Refuses a malformed GlobalId. IfcRoot.GlobalId is required and is how every relationship names this container.
