Recognized representation items that are not lowered yet.
Each entry names the concrete reason so a caller building a viewer can
report progress instead of a bare failure. Adding a family here is how a
stub is declared; implementing it means moving the name to IMPLEMENTED.
Currently empty: every recognized representation item is lowered. A new unimplemented family is declared by adding it here.
