Read one IfcAlignmentCantSegment referenced by id.

Fails if id is missing, is not an IfcAlignmentCantSegment, an attribute is missing or the wrong kind, HorizontalLength is negative, any value is non-finite, or exactly one of EndCantLeft/EndCantRight is supplied without the other.
