Lower one IfcAlignmentVerticalSegment to an exact neutral curve.

Fails if id is missing or malformed, or the segment is not CONSTANTGRADIENT, or has a curvature radius, or unequal start/end gradients – exact neutral vertical lowering does not yet cover arcs or parabolas.
