Route presses from keys::subscription through State::key_event.
Only Focus claims a key until the toolbar has focus, so the arrows stay
free for the rest of the app; route the toolbar after anything that
should see the arrows first while it is focused. The open overflow
menu handles its own keys with the dropdown menu keymap.
