Explicitly prepare or admit the reviewed bundle, retaining failed attempts.
Downloads only when the selected bundle is absent. Cooperating setups share
one lock; existing bundles must pass the same offline check admission.
interrupted lets the caller request bounded downloader cancellation without
this library installing process-global signal handlers.
