Verify or begin one exact external artifact-set transaction.
A hit validates the complete cached output set and makes every configured destination available. On Unix, a regular file owned by the effective user, with owner read/write permissions, one link, no executable or special permission bits, and matching contents is left in place. Other destinations are atomically replaced from the verified entry. Cold commits and non-Unix acquisitions always replace destinations. Callers must coordinate any other writers to these mutable paths. Final symlinks with missing or cyclic referents can be replaced. Directories and directory referents remain invalid destinations.
