Seal and return the canonical linked-program declaration snapshot.
The first caller runs deferred generated registrations and eager hooks, canonicalizes declarations and ranges, validates duplicates and range authority, and publishes one immutable snapshot. Concurrent and subsequent callers receive clones backed by that same snapshot.
