Module custody 

Inherited descriptor custody and exact existing-sidecar quiescence.

Callers own sidecar names, retained identities, command admission, environment names, waiting policy and durable intent. This module never serializes records, removes sidecars, kills descendants or grants retry or remote-effect authority.
