A peer’s P-521 public key for EcdhP521, decoded, validated and
expanded once: new takes its SEC1 encoding and refuses what
EcdhP521’s agree would refuse; agree takes a private key and
writes the 66-byte shared secret, doing only the scalar multiplication
in about 40 percent of the time of an unprepared agreement. About 9 KiB, not
allocated.
