The one cache for compiled kernels.
Artifacts are content-addressed — the key covers compiler identity, source,
export, target and canonical configuration — so there is nothing for a
per-consumer location to distinguish. Separate directories could only
duplicate identical artifacts and hide them from hrx gc.
