Module exec 

The order executor: one verified order → one of holger’s own verbs → one ack.

The host hands a HolgerBox (holger-server-lib’s fleet_box, a test’s fake). Every verb defaults to a refusal BY NAME, so a box that cannot do one says why instead of the guardian waiting. The money is checked HERE as well as in the box: an entitlement, a snapshot and a growth step are verified under the monetize key before the box is asked to move anything.
