Authority hook which atomically validates and publishes one response head.

Implementations must hold the same exclusion boundary used by policy, lifecycle, and generation invalidation for the complete publish operation. The operation is intentionally limited to the sanitized response head; streaming bodies and tunnels retain their own cancellation and freshness checks.
