Error type for parsing hexadecimal literals.

ParseError only implements std::error::Error when the std feature is enabled.

Kind of error

index: usize

Approximate index of the error in the source data. This will always be an index to the source, except for when something is expected and nothing is found, in this case, index will be the length of the input.
