§hep

use HEP3 Network Protocol Specification

HEP3 (Homer Encapsulation Protocol Version 3) transmits packets over UDP/TCP/SCTP connections.

Supprot HEPv1 HEPv2 HEP v3.

HEPv2 Just Support IPv4
