enumerate_state_closure_transfer_from_boundaries: Enumerate a transfer delta while treating boundary_states as complete server-held roots. Unlike StateClosureOptions::exclude_states, this does not expand each boundary’s tree/history to build a hash exclusion set: the walk stops as soon as it reaches the boundary state. Objects reused by the new tip may still be advertised, and the receiver’s have-set filters them. This keeps incremental push planning proportional to the new history.
