Available on (arm_llsc, or 32-bit and (target_has_atomic=64 or crate feature portable-atomic), or 64-bit and (crate feature portable-atomic, or target_has_atomic=128 and crate feature nightly)) and (target_has_atomic=ptr or crate feature portable-atomic) only.

Creates a new ArcPool singleton with the given $name that manages the specified $data_type
