Execute the haz check subcommand against cwd.
cwd is taken as a parameter (rather than read from
std::env::current_dir) so unit tests can drive the function
against a tempdir workspace without mutating per-process state.
Returns the process exit code that the binary should propagate
(AUX-012).

Returns a miette::Report on any failure of the underlying
validation pipeline (AUX-010). The binary maps the report to
the internal-or-configuration-error exit class
(crate::EXIT_INTERNAL_OR_CONFIG_ERROR).
