Module fips_transport 

Hashtree daemon integration for the embedded FIPS endpoint API.

This starts fips_core::FipsEndpoint inside the htree process; it does not depend on or talk to an external FIPS daemon.

Daemon-owned provider; shutdown closes intake and drains owned cache work. Full daemon shutdown stops replay workers first so already-owned requests cannot retain the durable namespace through a stopped external handle.
