Parse a RECIPIENT_KEYS_VERB exec line. None: not this verb. Some(Err): this verb, malformed. The path and the member may each be single-quoted the way git quotes a path; the path goes through the one sandbox (gunnar_core::resolve_repo_path) and the member through the principal id rule.
