The PKI document, as one value — the issuer and the trusted-CA list.
The ONE reader (one implementation). gunnar issuer show prints it, and
CoreControlPlane::issuer_info puts it on the wire for Admin.IssuerInfo;
neither assembles its own, so a box cannot say one thing on its own disk
and another over the control plane.
Takes an already-opened gunnar_core::Pki rather than the stores,
because the CAPABILITY is the caller’s decision: both callers hand it
ServerStores::pki_readonly(), whose secret store refuses every call, and
this function has no way to reach a private key whatever it is given — the
two types it reads out of, Issuer and TrustedCa, have no field that
could hold one.
