How the lockout this job took is released.
(account, job_id) -> Ok(true) when this job’s gate was lifted, Ok(false)
when there was nothing of this job’s to lift — an operator replaced the row
while the purge ran, or the lease expired and something else took it. The
real one is AuthTable::lift_gate_held_by.
Ok(false) is not a failure: the account is shut on somebody else’s
authority, which is a correct outcome. Err is, and it is the loudest
state this queue can reach — the account is empty AND locked.
