Stop persisting the commit graph, process-wide.
The one line of hold_no_graph_memo that needs the engine crate by name.
It lives here rather than in storage.rs for the reason storage.rs
states about itself: this module is the ONLY place in gunnar that names an
implementation, and everything above it reaches an engine as dyn GitServe. xtask/tests/engine_seam.rs checks that sentence, and this
wrapper is what makes it true again — the call itself is unchanged.
