Function install 

pub fn install(sink: Box<dyn Write + Send>) -> QueueWriter

Start the drainer and hand back the MakeWriter the fmt layer takes.

sink is what the drainer writes to — stderr in the process, a fake in the tests. Installing twice is a no-op that returns the same queue; the second sink is ignored.
