The AWS parser (fetch_aws_ip_ranges): the prefixes[] entries with
service == "AMAZON" only, each ip_prefix carrying its region as
the annotation.
§Errors
PayloadError when the body carries no prefixes array, or when an
AMAZON entry’s prefix does not parse (the reference
ipaddress.ip_network raise aborts the whole fetch into its
empty-set catch, which the refresh pass never caches).
