THE grr ask handler — the wire-up target for cli.rs.

Planning is the default: the resolved plan (method, params, URL, scopes) is the output, nothing is sent, and no Google credential is needed. --run executes the plan through the shared call path (call_method) and prints the response body. Low confidence is flagged on stderr, never silently swallowed and never blocking.
