Fetch fresh Discovery documents and write them to the cache directory.
The explicit, network path — grr api refresh. Everything else in this
module works offline off the embedded baseline; this is how a user (or a
nightly CI run) pulls the index forward between releases. On any failure
for one service, the embedded baseline simply stays in place for it: a
refresh must never leave the index WORSE than it was.
