Whether a new commit object should be signed.

Honors commit.gpgsign (and commit.gpgSign) when sign_override is None. When sign_override is Some(true) or Some(false), that choice wins over config.

Errors

Returns Error::Config when commit.gpgsign holds a non-boolean value.
