Sets Newton’s starting point in buses, as run_power_flow does
before its first iteration.
Public so that a caller driving PersistentSolver itself — the Python
bindings, which keep one solver per model — starts from the same point
run_power_flow would for the same PowerFlowInit. ybus must be the
network’s finished admittance matrix (shunts stamped); dc is read only
for PowerFlowInit::Dc.
