Resolve exactly the generation named by CURRENT.

This performs bounded reads of FORMAT, CURRENT, and the selected generation manifest only. It never enumerates directories or opens participant data.

Errors

Returns a stable project-format error for unsupported, uninitialized, or corrupt project roots.
