Parse one Set-Cookie header received from host into a RawCookie.
Domains are stored the way browsers (and the CDP export) do: a Domain
attribute becomes .grab.com (a domain cookie), no Domain attribute means
a host-only cookie for host. Max-Age wins over Expires; a
Max-Age<=0 or an Expires in the past marks the cookie as a deletion.
