Module rules 

TOML-defined service classification rules.

Each rule matches a banner pattern and extracts service metadata. Rules are loaded from rules/ directory, user-extensible.

Functions

builtin_plus

Load custom rules + the built-in set, in that order. Custom rules take precedence (appear first) so a higher-priority custom rule can override a built-in.

Load custom service-classification rules from a TOML file.
