Interpret a SchemaValue as a canonical unstructured variant { inline, url } value, returning the selected case.

Used by every consumer that turns an unstructured value into a transport representation (HTTP body / redirect, MCP content / resource link) so the inline-vs-url dispatch lives in exactly one place.
