OpenTelemetry Stackdriver Resource Detector

This library provides a way to detect the monitored resource for the current environment. This is a companion crate for the opentelemetry-stackdriver crate.

Having this standalone makes it easier to test out different implementations before trying to merge them into opentelemetry-stackdriver.
