A resolved route through the multi-path graph: for each Op::Branch
decision point (keyed by the Branch node’s NodeId) the arm
index the runtime route picker (Picker 2) chose. Arm i is the
branch’s inputs[i] (arm-0 = inputs[0] = the cost-vector winner).
A branch absent from the map defaults to arm 0 — so the empty
route is exactly the arm-0-everywhere lowering (lower_runs_arm0),
which keeps the no-pressure / no-telemetry behavior identical to
Phase B. The picker in fuel-dispatch produces one of these by
walking the branches in topological order and consulting a runtime
selector over each branch’s arms; fuel-graph only consumes it to
lower the chosen route (it has no selector / telemetry knowledge).
