Lower every kernel section of a parsed file into Resolved records,
using the file’s front-matter for the backend / kernel_source /
revision_base defaults and resolving entry points through link.
Describe-only sections (registrable: false, §3.10) are excluded from
the lowered set: they are documentation, carry no dispatch target, and are
never registered — so they never become a Resolved record, never
resolve an entry_point, and never reach the binding table / fused
registry (§9.3, §12.5).
