Build a rich tooltip over hover, to be mounted unconditionally beside tooltip_trigger’s own view. See tooltip for the mount contract this mirrors, and RichTooltipView::title/RichTooltipView::action for the upstream richTitle/actions slots.

Unlike the plain panel this one is genuinely interactive: its action row is routed to, and a press outside it closes the panel and carries on to whatever it landed on.
