Extracts the gzipped tar read from reader into dest_dir, which must
exist and hold no symlink.
Links, absolute names and names with a .. component are skipped; every
other member is written with no setuid, setgid, sticky or write for
others, as python’s data filter does. The whole stream is read, so a
checksum that does not match fails the extraction.
