Load every *.toml manifest in a directory (typically models/).
A missing directory is an error that NAMES the directory. The bare i/o
error (“The system cannot find the path specified”) is what a crates.io
user got when models/ did not exist relative to their working directory,
and it reads like missing weights rather than a missing manifest folder.
