In milliseconds, populated using SDL_GetTicks
.
which: u32
The audio device index for the ADDED
event (valid until next
SDL_GetNumAudioDevices
call), or SDL_AudioDeviceID
for the
REMOVED
event.
iscapture: u8
zero if an output device, non-zero if a capture device.
padding1: u8
