The URL to send the browser to after a successful PAR.
Only client_id and request_uri — everything else was already pushed, and
repeating parameters here is what PAR exists to avoid. Both are appended by
the serializer rather than interpolated: a client_id is itself a URL, and a
raw & in either value would splice in a parameter.
