How long a page view waits for a sanitizer permit before showing the “temporarily unavailable” note instead of the body.
Real cleans finish in ≤ 3.5 ms, so a queue of real work drains in well
under this; a wait this long means every permit is held by a pathological
body, and the reader is better served by the note and the link to the
original than by a page that hangs for the rest of a 37 s clean. The wait
itself is async (Semaphore::acquire) and never occupies a worker thread.
