Cap on a failure detail, applied where the string is BUILT.
It was originally applied only inside store::bump_feed_errors, which
bounded the database row and nothing else — and widening
PollOutcome::Failed with this field had quietly opened a second sink:
web::add_subscription logs ?outcome at INFO on a user-facing request
path. Bounding at construction bounds every sink, including ones added
later by someone who never reads this comment.
