Parse a SIZE value into a byte count.
Accepts a bare byte count (512), decimal suffixes (10k, 10KB, 1.5M, 2G), and
binary suffixes (10Ki, 1.5GiB). Suffixes are case-insensitive, and a fraction is
allowed because 1.5GiB is how people write sizes.
