Render one raw value as a state-key component (#789 CLI-52/CLI-53). A value made only of state-key characters is kept as is; anything else (an email, a space, non-ASCII, ::, an over-long value) becomes a readable prefix plus a stable 64-bit hash of the raw value. allow_separators admits : and / (a child’s parent key, which stands alone after ::).
