Decodes standard basE91 from input into a newly allocated byte vector.

This function is available when the alloc feature is enabled.

ยงErrors

Returns DecodeError::InvalidByte when strict decoding is enabled and input contains a byte outside the basE91 alphabet. Returns DecodeError::AllocationFailed if the output-length upper bound does not fit in usize, exceeds isize::MAX, or allocation fails.
