Runs the dead-code analysis of session with complexity and the graph, then builds the mutation plan.

The framework config exports come from the plugin used-export rules of the session, the same rules that the unused-export analysis reads. The plugin stage runs one more time for them.

Errors

Returns an error when the analysis or the plugin stage fails.
