Module flag_retirement 

Per-flag retirement report for fallow flags --retirement.

The per-site flag findings group into one row per flag identity. Each detector adds a reason and its evidence to a row. The report is advisory: every action is auto_fixable: false, and nothing here removes code.

aggregate_flags

max_age_gate

The --max-flag-age verdict over every row in scope. Pass the rows before finish_report filters and limits them. skip_reason is set when no age was measured; the gate is then skipped, not passed.
