builtin_config_patterns

Config file globs that any built-in framework plugin can read, sorted and without duplicates. A pattern is relative to the directory the plugin searches, so a caller that matches root-relative paths also tries it under **/.

builtin_plugin_names

Names of every built-in framework plugin, in registry order.

is_external_plugin_active

Determine whether an external plugin activates against the given project.
